GAO INVESTIGATION UNCOVERS MASSIVE
FRAUD - ABUSE OF CREDIT CARDS
IT’S “BUSINESS AS USUAL”
UNDER BUSH ADMINISTRATION

Waste, fraud and abuse are nothing new to those of us whose job it is to chronicle military spending. But the latest General Accounting Office (GAO) report on the much-abused credit card system even makes our eyebrows go up!

At a House Subcommittee hearing earlier this year, Representative Steve Horn (R-Calif.) was told that one federal employee paid for breast enlargement surgery for his girlfriend, a “Hooters” waitress. That was just one of many reports of widespread abuse of employee purchase cards by Department of Defense employees.

During hearings held July 17, Horn heard about an Army employee who used his government purchase card to pay $630 in “escort services.” In other words, this federal “whore” was using taxpayer dollars to purchase the “services” of his professional “counterparts.”

Other abuses highlighted in the latest GAO report include - Fort Hood, Tex., where 317 purchase cardholders were not assigned to the unit that originally issued the cards. And at Fort Benning, Ga., where records of one cardholder revealed $10,748 worth of purchases for clothes, a personal trip to Las Vegas, and to pay off personal debts.

In the wake of massive fraud during the Clinton regime, you would think the Republicans would try and merit their overwhelming political support among the military by stopping some of the excesses and cleaning up the mess the Democrats left behind. But politicians will be politicians.

We wonder WHY Representative Tom Davis (R-VA.) is pushing legislation – the Services Acquisition Reform Act – that, incredibly, attempts to increase the unaudited “cap” on purchase cards from $2,500 to $25,000!

“Davis’ proposal is the latest in a long line of contractor favors masquerading as legislation. While the Army is hiring escorts (prostitutes), it’s the taxpayers that are getting screwed,” said Danielle Brian, executive director of the Project On Government Oversight (POGO).
