Another scandal has hit troubled Carlisle Barracks on the second anniversary of a sensational murder case there that made headlines across the country.

Col. Alan C. Cate, director of the Army’s Military History Institute, was arrested off-post in Carlisle, Pa., after a women fled his home claiming the officer had thrown her to the ground, grabbed her throat and threatened to kill her and her dog. The woman, said to be one of the colonel’s many “girlfriends,” told the Pennsylvania State Police the couple had had “a few drinks” prior to the altercation.

The colonel was initially charged with harassment and assault, but those charges could be upgraded soon, sources tell MilitaryCorruption.com. Cate was released from the Cumberland County jail on $1500 bail and faces a preliminary hearing before a district judge in April.

According to the police report, Cate snarled at the terrified female that he was “a former Army Ranger” and could “kill her on the spot” if he wanted to do so.

At press time, Cate faced no charges from the Army for his alleged criminal behavior. MilitaryCorruption.com attempted to find out why Cate was still on duty and if Barracks females were “nervous” at his presence on post, but no one in the PAO office – including LTC Merideth “Bumbling” Bucher, the obnoxious, fast-track, former Pentagon flack – was available for comment.

LATEST SCANDAL HURTS POST’S IMAGE

“This is all we need,” complained one officer at Carlisle Barracks. We were just starting to live down the bad publicity from the murder case,” he said.

The field-grade was referring to an incident in 2002 when Army War College staff member LTC David Bartlett beat his wife to death and tried to cover up the crime. Bartlett later admitted to the murder – his wife had caught him “ogling porn” on his home computer – and got a light sentence at the Leavenworth DB. It was widely rumored on post that he cut a nice “deal” in exchange for keeping quiet on other sexual shenanigans at the high profile base that would have proven a big embarrassment to the Army brass.

The latest scandal – following incidents where a Caucasian major threatened an African-American security guard (“I’ll break your finger off and shove it up your ass, sideways!”) – the same “fair-haired boy” harassed the highest-ranking civilian female worker on post; as well as an ill-fated attempt to violate this web site’s First Amendment rights by blocking access to us on post computers – pornography was still allowed in at the time – caused the Command great embarrassment.

Col. Mike “NO COMBAT” Colpo, the present chief-of-staff at Carlisle Barracks, figured in both incidents.

The controversial officer and West Point graduate, (Infantry branch) whom we exposed as seeing “no combat” anywhere and failing to do even one tour of duty outside the United States in more than 25 years in the Army, was accused of “betraying the trust” of the female civilian worker who came to him for help after she’d been repeatedly harassed by a major known all over post as “the fair-haired boy.”

“NO COMBAT” Colpo was also caught (on tape) screaming “That’s none of your business!” when our editor-in-chief asked him if pornography was still coming in on post computers. The easily-rattled “chAIRBORNE Ranger” had just refused to explain WHY the Command had broken the law by shutting down access to MilitaryCorruption.com, a civilian news site, on the Barracks computer system.

NEW COMMANDANT OFF TO A BAD START

Interviews with post workers and members of the military garrison reveal a widespread disgust with embattled Commandant, Maj. Gen. David Huntoon.

“Cate was back at work on Monday morning as if nothing had happened,” groused one NCO. “If that was an enlisted man or lower-ranking officer, he’d be toast about now. Rank sure has it’s privileges here at Carlisle Barracks.”

“Huntoon has no credibility left,” said a female civilian worker. “He plays favorites and doesn’t know how to make a tough decision,” she said. “Now, it’s not a matter of if Huntoon is relieved of duty, it’s when – and that can’t be soon enough for us!”

Discovery of a drug ring on the installation; a soldier who sent e-mailed photos of his genitalia to underage girls off post; lesbian love nests; unfair labor practices; rampant cronyism where colonels retire one day and start the next as high-ranking civilians; waste, fraud and abuse; allegations of racism – when will the Pentagon swoop down on Carlisle Barracks and fire those responsible for this shameful record?

A LEGACY OF “FAILED” LEADERSHIP

Sadly, the onetime, highly-respected base has suffered an “image problem” ever since the pompous Gen. Richard Chilcoat and his pal and successor, Gen. “Pathetic” Bobby Scales, served as commandant.

“Chilcoat was selfish and full of himself,” said one old-timer, “but it was Scales that really hurt our image. His infantile temper tantrums and Machiavellian ways did a lot of damage here. Gen. Ivany [who took over from Scales] tried to clean up the mess, but then he got bogged down in the Bartlett scandal and didn’t care what happened after that.

“Everyone hoped that Huntoon would be an improvement, but he’s just another two-faced general trying to punch his ticket and get promoted. At the rate he’s going, he’ll be lucky to complete his three years here. No one will miss him when he’s gone.”

WHAT “FATE” AWAITS COLONEL CATE?

What will become of Col. Cate? Sources on post say he should survive the scandal.

“Someone will convince that woman to drop charges, and in the meantime, the Command won’t do a thing to him. He’ll get off with a slap on the wrist,” said a confidential informant.

“It’ll be just like that colonel who got caught drunk driving off post a few years ago,” the source said. “He was a pal of Scales and the general pulled strings to save him. He even got promoted to a better position. Everything was covered up. If you’ve got a West Point ring, you can get away with most anything at Carlisle Barracks.”
