If ever there was a "double-standard of justice," this is it.

Now retired Lt. Cdr. Rebecca Dickinson violated her security clearance, engaged in conduct clearly "unbecoming an officer" and didn't report her illicit earnings as a part-time prostitute to the IRS while serving on active duty at the U.S. Naval Academy where she was a food service officer and also taught a class in, of all things, "ethics."

For her dishonesty and disgracing the uniform, she should have been booted out of the Navy, or at the very least retired - according to the Navy's own regulations - at the last grade she "satisfactorily" served in. That would presumably be lieutenant 0-3.

But Dickinson, who testified against her former boss, now-dead "D.C. Madam" Deborah Jeane Palfrey, got a letter of reprimand and nothing else in the way of punishment from the boys at the Pentagon. She was able to dictate her own terms for leaving the service, and that included retirement "in grade."

Could that have had anything to do with what our excellent inside sources tell us was threats to expose the names of senior Naval officers she had sex with if she didn't get her own way?

NAVY FAILS TO ADHERE TO REGULATIONS AND
REDUCE DICKINSON IN GRADE

We have reported earlier that the U.S. Attorney's Office gave the $275-an-hour whore "total immunity" from prosecution in exchange for her ratting out Palfrey. But, the Navy still had the option of taking punitive action against her, such as denying her retirement or at least busting her down one grade before letting her slip out the back door with a lieutenant commander's pension.

Lets' go back a few months to some direct quotes from Chief of Naval Personnel, Capt. Jack Hanzlik.

"We expect the men and women who serve in our nation's Navy to adhere to a standard of conduct that reflects our CORE VALUES of honor, courage and commitment. Lt. Cdr. Dickinson's conduct will prevent her from wearing the uniform again in the service of our country.

"A final determination has not been made in regard to Dickinson being allowed to retire, but if she does, it COULD BE AT A LOWER RANK, because a retirement determination board might find that her service as a lieutenant commander was NOT HONORABLE."

No kidding?

Then WHY did Dickinson get a free pass and full retirement? Nobody except an idiot would defend what she did or say her service was somehow "honorable." It was not! And many, many sailors and officers have been kicked out of the Navy or given reduced pensions for far less than Dickinson admitted she did.

If the Navy tries to hide behind the fact the Feds gave Dickinson immunity as some kind of "excuse" why they caved in to her demands, then why did Capt. Hanzlik issue a statement in which he speculated that the Navy DID have the jurisdiction to drop her down a grade if she was deemed worthy of retirement at all.

A lot of boiler-plate words about "core values" means nothing when other men and women of all ranks (except flag rank - they are immune to most punishment) have suffered and been judged under the same UCMJ that Dickinson should have answered to.

INVESTIGATE THE NAVY FOR ALLOWING THIS INJUSTICE TO HAPPEN

We won't hold our breath waiting for Secretary of Defense Robert Gates to order the CNO to explain why the Navy considers covering up the sexual misconduct of senior officers (they were among politicians and at least one military newspaper editor Dickinson "serviced") more important than violating the rights of all those who have been court-martialed, reduced in grade, or denied retirement due to the same actions or less.

Dickinson was retired on a Friday, Oct. 31. All PAO's know that when you want to "bury" a story or draw little or no attention to something, you do it on a weekend. This time they almost got away with it. The Pentagon knows they have most of the mainstream media on a leash, but MilitaryCorruption.com cannot be controlled.

We ask no favors and give no quarter. We do report the truth, and that is why a week ago we broke the EXCLUSIVE national news story that Dickinson had been slipped out the back door with a full pension. A Navy spokesman confirmed the facts we had uncovered.

Only the NAVY TIMES has had the integrity, so far, to publish the embarrassing news and give us proper credit for what we have done. The New York TIMES, which has not reported Dickinson's retirement, did a sob-story account of the prostitute's life in April, incredibly making her out to be some sort of victim. We know a lot of people that would love to "get by" on an 0-4 salary with housing allowance and other goodies.

TRYING TO "MAKE ENDS MEET" ON $100,000 A YEAR

If Dickinson is broke, it is her own fault. Phone records show that the part-time prostitute and full-time naval officer made at least 200 calls to Palfrey in California, and according to court testimony, Dickinson admitted she pocketed $130 from each sex session, sending the balance to her "madam' via postal money order.

Let's see, now. If you multiply 200 times $130 bucks (tax-free), that's $26,000. Add that to the more than $70,000 Dickinson hauled down as an 0-4, and it's hard for us to lay awake at night, grieving over what a hard time the former hooker had "making ends meet" on $100,000 a year.

MilitaryCorruption.com urges all Navy personnel who lost their careers, and in some cases freedom, because they were judged under a different yardstick than Dickinson, run, don't walk, to a lawyer and file an appeal. All you need do is cite the obvious injustice and double-standard of the Dickinson case. If you do, it will create a "legal nightmare" for the Navy. But they should have thought of that when they gave Dickinson a free pass.
