FAT LEONARDThe retired navy three-striper had been out of the service for nearly 10 years when investigators paid him a visit.  David Kapaun knew what they had nabbed him for.  He was one of many officers - active and retired - who have been caught up in the worst bribery scandal to hit the U.S. Navy in many a year.

Kapaun put in his papers back in 2008, but once a civilian, he had held a very high position as deputy chief of staff for Special Operations Command (Pacific) in Honolulu.  That gave him access to information that he could sell to the crooked contractor "Fat Leonard."  And he did.

The 25-year Naval officer admitted to investigators that he accepted cash and the service of prostitutes in exchange for tip-offs to what ports of call U.S. warships were slated for in Southeast Asia.  This gave Leonard Francis (AKA "Fat Leonard") an unfair advantage and "heads up" on which Navy ports - from Japan to Malaysia - vessels were destined for.  Thus "Glenn Martin Defense Corp." had an unfair advantage over other contractors who also supplied food and fuel to American warships.

COMMANDER KAPAUN GET'S OFF EASY

Court papers show "Fat Leonard" profited at least $35 million from overcharges to the Navy.  The cost of fancy hotel rooms, hookers, cash bribes and other incentives were a small investment to secure the vast sums obtained through egregious over-charges.

So far, 28 persons have been charged in the scandal - 19 have pleaded guilty, while nine still face trial.  The prosecution is being handled by the U.S. Attorneys' Office rather than military court-martial.

A surface warfare officer, the admitted cheat has been sentenced to 18 months in prison, must pay $50,000 in restitution, a $25,000 fine, and perform 200 hours of community service.  In other words, he got off easy.

Despite the relative slap-on-the-wrist as to incarceration - Kapaun could have received up to five years in the slammer - he will have plenty of time to muse over how he got caught in the first place.  Sources tell MilitaryCorruption.com, the retired officer was nailed when he lied on a routine government security clearance form.  He denied knowing "Fat Leonard," a falsehood that soon came back to haunt the corrupt officer.
