The Navy played this announcement by the book. They "dumped" it late on a Friday afternoon, hoping the disgrace of "Horrible Holly Graf" getting off without punishment of any kind, would be forgotten by the Monday morning news cycle.

But the outrage, fueled by wire-service reports on the Internet, was felt at MilitaryCorruption.com almost instantaneously. We were immediately swamped by e-mails from outraged officers and sailors alike, active and retired Naval personnel, even members of the Army, Air Force and Marine Corps, who were incredulous that the infamous "female" Capt. Bligh could get away with this.

No other web site has chronicled more the shameful exploits of the "woman" known throughout the Navy as the "Sea-Witch" from Hell. Even we, however, were caught flat-footed by the audacity of the Navy's white-wash and surrender to political correctness that is typified by Asst. Navy Secretary Juan Garcia's statement.

GARCIA THE LATEST HOLLY GRAF ENABLER

" . . . Graf's conduct fell short of that expected of our commanding officers," Garcia said. "As a result, her non-judicial punishment, early transfer from command, and early retirement are warranted. However, I have also determined that her conduct did not rise to a level sufficient to warrant the characterization of her service as less than honorable, especially when weighed against the totality of her service to the Navy."

Is he crazy?

Since when can a commander in the U.S. military physically assault subordinate officers without being bounced out of the service? Or does U.S. Naval Academy graduate Graf get special permission to grab male officers by the throat, throw hard objects at their heads, and scream foul-mouthed curses that would make the most man-hating lesbian seem like Mother Teresa in comparison?

Anyone else, without an admiral "big sister," retired four-striper "daddy," and militant pressure on politicians from "The Sisterhood" - a group of frenzied feminist high-ranking lezzies at the Pentagon who consider Horrible Holly their poster girl - would have been court-martialed and tossed out of the military without a pension.

But the last line of Garcia's written pantload was the most odious and odiferous of all.

" . . . the totality of her service to the Navy."

What BULLSHIT! Yes, that's the first time we have used that word in 11.5 years online, but no other word so aptly describes Garcia's slap-in-the-face to everyone else in the Navy, past and present.

GRAF'S "SERVICE TO THE NAVY" CITED BY CLUELESS GARCIA

"Service?" Our investigation of Graf and the hundreds of e-mails we've received from those who know and served with her over the years convince us she should have been put out of the Navy at the last rank she satisfactorily served in. Ensign.

But, thanks to political correctness and cowardly commanders who didn't dare rate the Annapolis ring-knocker accurately, giving her evaluations that were oblivious to overwhelming evidence she was psychologically unfit to be an officer in any branch of the armed forces, Graf became the first female commander of a destroyer (USS Winston Churchill) and cruiser (USS Cowpens).

By the time Graf had endangered the safety of her ship and crew - first, almost running the CHURCHILL aground in a port in Italy and later "drag-racing" another warship in the Pacific, only a deaf, dumb and blind senior commander could not know Holly was indeed a horror.

Now, she gets to retire with no reduction in grade, despite the stark fact she was relieved of command of a warship, and the long-standing regulation that officers can only retire in the last grade "satisfactorily" served in.

And totally disregarding the decision by a Navy Board of Inquiry that recommended Graf be retired with a "general" discharge, upping her to "honorable" status, is a grievous insult to all of us who fought, bled, and nearly died in service of our country. All Holly did for the United States of America from the day she came out of Annapolis, was to suck up a pay-check and be given carte blanche to take out her frustrations on sailors and subordinate officers who aroused her considerable ire.

THOSE IN BIG TROUBLE SAY "GET ME GITTINS"

Even the most bloody Mafia boss, according to our criminal justice system, is entitled to the best legal representation money can buy. And when Holly Graf looked like she might finally go down for her count, she got the toughest military defense lawyer in the business.

We've known Charles Gittins for many years. His successful defense of former Sgt. Major of the Army Gene McKinney in 1998 won our admiration and amazement. A now-retired Marine lieutenant colonel and USNA graduate, Charlie has all the subtlety of a junk yard dog. Like a roaring bulldozer, Gittins goes on the attack, and woe to anyone with something to hide who's trying to torpedo one of his clients.

His statement that Graf "inherited a bad wardroom" was straight out of the movie CAINE MUTINY. We think even Charlie knew he went "over the top" with that one, but we don't know anyone else who fights harder to win. Unfortunately, for the vast majority of U.S. Navy personnel and those harmed and had careers ended by Holly Graf, she got the best lawyer she could for her type of case and benefited from "PC" at the highest levels of the Navy.

Somehow we think "Bull" Halsey or Chester Nimitz would have keelhauled Graf at the first sign of her unsuitability as a naval officer. Those who wrote her fitness reports and enabled her to hurt so many good people deserve to be punished, but they won't be. Maybe that's the real lesson to be learned from the Graf case.

They who created such a screaming monster as Holly Graf share the blame for the tragic results.
