"Horrible Holly Graf," the foul-mouthed "female" former captain of the cruiser USS Cowpens, relieved of duty in January for "cruelty and maltreatment" of her crew, wants to stay in the Navy. But she's going to have to get past a retention board hearing first, sources tell MilitaryCorruption.com.
The Pentagon, under pressure from many in the Fleet, plus stung by the hard-hitting investigative articles we have published here, has just decided to hold a board hearing at the Washington Navy Yard to see if the throat-throttling shrew should remain in the Naval service. If the vast majority of our readers had their druthers, the "sea-witch" would have been history right after she was relieved of command.
Since March, she has been drawing 0-6 captain's pay in a top job at the Navy's Air and Missile Command in Dahlgren, Va. Her pals in "the puzzle palace" had tried to sneak her into the building with a new assignment on the Navy staff, but bad publicity - supplied by MilitaryCorruption.com; SusanKatzKeating.com, the Washington POST; and even TIME magazine, made that fast shuffle of the deck impossible.
The hearing should take place sometime in August. It is vital that all of us make sure this monster is NOT retained nor retired "in-grade." For that to happen would be a tremendous slap-in-the-face to all other Navy personnel who serve under the jurisdiction of the Uniform Code of Military Justice.

Usually any relief-of-command at sea is an automatic career ender. But Graf, a Naval Academy graduate, enabled and protected by "politically-correct" supervisors her entire career, has powerful backers. Her sister is an admiral, and "The Sisterhood," a low-profile but powerful group of senior-ranking lesbians in the Pentagon, will put on the pressure to keep the extremely abrasive and obnoxious officer on duty.
Prior to her troubles on the Cowpens, the 25-year veteran was regarded as a cinch to make flag rank. That could still happen if President Obama leans on his politically-appointed Navy Secretary Ray Mabus, who has the final say after the board sends on its findings. A possible plan is for Graf to be retained, then slid into a promotable position after the November elections. Once Graf has survived there without further trouble, her PC friends at the Pentagon can push her forward for promotion, once the heat is off.
The Senate must approve all flag rank nominations, so Graf should hope that the Democrats hang on in the mid-term elections. No way would she stay if conservative Republicans gain control of the nation's upper chamber.
