CMDR Joseph Baxter was quite a "lover-boy," according to sources on the USS Gettysburg, but the ten women he allegedly "sexually harassed" and "assaulted," don't reach the total that corrupt former Air Force Chief JAG, Maj. Gen. Thomas Fiscus, seduced. His score sheet included the names of 25 females, some of whom were happy to sleep with the old coot in order to get a promotion and favored treatment.

The 47 year-old former executive officer on CG-64, a Ticonderoga Class AEGIS cruiser, got off easy at admirals mast recently when he was "punished" with one-half pay for two months and received a letter or reprimand.

It could have been much worse. The former enlisted sailor, who was commissioned in 1993, had been charged with multiple counts of sexual harassment, unlawful sexual contact, and assault. It looked for sure that the 0-5 was going to face court-martial (see our related stories box below).

Instead, Baxter dodged a bullet, but his chances for promotion, much less staying in the Navy, are probably over. The graduate of Florida A&M University in Tallahassee has been transferred to duty with Destroyer Squadron 14 at Mayport.

NAVY SECRETARY TO DECIDE BAXTER'S FATE

He joined the Navy in 1985 and was commissioned eight years later. Baxter, a former navigator on the USS Nimitz, has been replaced as executive officer on the Gettysburg by CMDR John Gray.

According to NCIS investigators, Baxter's "victims" included nine female sailors and one officer. The commander came aboard the cruiser in December 2009 and was removed from the ship in September of last year.

Baxter's ultimate fate is up to Navy Secretary Ray Mabus. Mabus is the same politician who has yet to put "Horrible Holly Graf" out of the Navy, 19 months after she was relieved of command of the USS Cowpens, and eight months after a board of inquiry recommended the shrill screamer be retired with a general discharge.

NAVY'S DOUBLE STANDARD OF CONDUCT

If a petty officer first class has been charged with sexually assaulting ten women, how long do you think it would take for the Navy to boot him out the door? As for Graf, her sister is a sitting admiral, and Holly's fierce feminist fans at the Pentagon have successfully agitated for the two-time "grab em' by the throat" female(?) "Captain Bligh" to remain on active duty.

Some people are even laying bets "Horrible Holly" makes admiral rank in another year or two, after all the fuss over her egregious misconduct dies down. So what if the USNA ring-knocker was relieved of command? It was all a "misunderstanding," don't you see? Yeah. That's the ticket.

At least Lisa Nowak was reduced one stripe. Graf doesn't think she should suffer any punishment for anything. Her sense of entitlement and supreme arrogance overwhelms everything else. A reputed monster since her Naval Academy days, "Horrible Holly" is a prime example of what can happen in today's "politically correct" Navy.
