Capt. Lisa Nowak has been kicked out of the Navy.
The diaper-wearing former "Astro-nut" - as the New York POST dubbed her in a famous front page headline - has been officially retired with an "other-than-honorable" (OTH) discharge and is busted down one rank to pay-grade 0-5.
Her Naval Academy classmate (1985), the much-despised "Horrible" Holly Graf, however, has better connections. While Nowak pleaded guilty to trying to pepper-spray love rival Colleen Shipman at Orlando International Airport in 2007, Graf has a shocking record of physically assaulting subordinate male officers.
ASSAULTS DATE BACK TO TIME

The screaming shrew cursed out and manhandled an officer of the Royal Navy when Graf was skipper of the DD "Winston Churchill." That warship sustained serious damage after steaming out of harbor in Italy at 25 knots. Witnesses said Graf ordered the ship's logs falsified to cover her ass, a charge that was also leveled at her several years later, when she allegedly did the same thing after hitting a whale at sea while captain of the USS Cowpens.
The "Female Capt. Bligh" was relieved of command more than 18 months ago, and in 2010 a Navy Board of Inquiry gently rapped her knuckles when they recommended she be retired with a general discharge and no loss of rank. That flies in the face of the long-standing regulation that officers can only retire in the last grade they "satisfactorily" held.
Since "Horrible Holly" was busted and fired for "cruelty and maltreatment" of her crew, one would think she needs to peel off at least one stripe from her sleeves. But Graf's sister is a powerful rear admiral, Holly has the support of "The Sisterhood," a small but influential group of man-hating senior female officers at the Pentagon, and has so far been insulated from any real punishment.
AN OBVIOUS "DOUBLE-STANDARD"
The hypocrisy of the Navy is shown in Asst. Navy Secretary Juan Garcia's pious pronouncement regarding Lisa Nowak's behavior:
"Capt. Nowak's conduct fell well short of that expected of senior officials in our Navy and demonstrated a complete disregard for the well-being of a fellow service member . . ."
Gee, Juan. Guess a subordinate officer being grabbed around the throat by a shrieking shrew
is OK? Nowak can lose a stripe, but Graf can't? Why not? All together, gang: can you spell out the words: SPECIAL TREATMENT?
Nowak flipped out over a jerk boyfriend, and once in her 25 years of honorable service, including many years as an astronaut and 3000 hours in the air as pilot of numerous military aircraft, she violated the rule about conduct unbecoming an officer. Holly was a hell-raiser straight out of the Academy and with impunity, terrorized people for a quarter-century, yet she doesn't get reduced in rank at all. Why not?

Navy Secretary Ray Mabus has yet to rule on the Board's recommendation, but we doubt if he will do anything but "rubber-stamp" the specious findings.
As for Lisa Nowak, we caught a lot of flak from our readership - up to six million hits a month worldwide - when we asked for a "measure of mercy" in the case of the love-struck NASA star.
At least Nowak apologized and pleaded guilty to what she did. "Horrible Holly" is still her old imperious self, apparently smarting that she hasn't been made admiral yet, like big sis. If the crew of the Cowpens and hundreds of Naval personnel she has hurt over the years had their way, Graf would have been GONE from the service a long time ago.
