Another military JAG officer is in big trouble.

Navy Capt. Rex Guinn has been fired after many complaints received as to his mishandling of the Anthony Velasquez "sex assault" case.

Velasquez was the lieutenant commander physician charged with at least 23 indecent attacks on military and civilian women. Yet, the doctor got only seven days in the brig at Yokosuka and was dismissed from the Navy. That's it! He had faced two years in prison and a $28,000 fine.

Dr. Velasquez pleaded guilty to just two counts: "wrongful sexual contact" and "conduct unbecoming an officer."

Guinn was perceived as "going easy" on the "touchy-feely" doc, who admitted he gave breast and vaginal exams, as well as "full-body massages," to women whose only complaints consisted of back pain or a headache.

The top JAG at Naval Legal Services (Japan), Guinn was made to walk the plank by his boss, "no-nonsense" Rear Admiral Nanette DeRenzi. She said she'd "lost confidence" in Guinn's ability to command. That means the four-stripe legal eagle will be putting in his retirement papers, pronto.

"This (the relief of command) is the result of his (Guinn's) failure to adequately resource, supervise and oversee the Velasquez case," the admiral declared.

"That it was a female admiral who fired him, was poetic justice," said a woman chief petty officer, who had been outraged at the "slap-on-the-wrist" Velasquez got.

The end of Guinn's Naval career came in the wake of a class-action lawsuit filed by fourteen former and active duty females (see "related stories box" below), who accused ex-Defense Secretary Donald Rumsfeld and the present defense chief, Robert Gates, of dragging feet in implementing regulations calling for heavier punishment for harassment and sex abuse.

While we here at MilitaryCorruption.com are always on guard against false accusations, the record will show Velasquez repeatedly stepped over the line during physical exams of females at Naval Air Facility, Atsugi, Japan and later on, after being transferred to Camp Arifjan, Kuwait.

Capt. Guinn's office did indeed drop the ball in the case of the unethical doctor. The message, however, has now been sent loud and clear. This kind of conduct and such light "punishment" is not acceptable.
